Scaling up e-learning
Keynote: Commodore Bill Fairbairn
Commodore Bill Fairbairn, Director, Training and Education, DGT&E,
described in detail exactly how much had been achieved since the
publishing of the DTR. He was at pains to revise the aspiration
of wholesale cost saving. The MOD experience to date, described
as 'extremely painful' at times, in converting traditional content
has disproved this theory. The real cost had turned out to be much
the same as the development and delivery of traditional methods.
What has been realised is that much of the content can be improved
with the use of current e-learning design and development techniques.
Several contrasting (and stunning) examples of MOD pilot e-learning
programmes illustrated this point perfectly.
So, even though they are late adopters of a sort, the MOD adoption
is gathering significant momentum. For example, the contract to
run a crucial e-learning infrastructure environment is about to
be awarded. This will enable deployment outside of the fixed Defence
e-Learning Centres and provide access to e-learning content for
MOD staff anywhere on the planet. The keynote speech covered the
work in progress with this particular project, on large-scale, content
identification and conversion projects and the formation of the
new Defence Centre for Training Support at RAF Halton.
